A. QI/QA Database Development
Presenters: James Larks and Katherine Shecora

Description:

Social service agencies throughout the United States and Canada are increasingly compelled to establish and maintain quality improvement (QI) programs by both funding agencies and accrediting bodies. Tracking systems are commonly developed in the course of implementing QI, allowing for the measurement of both service utilization and outcomes. This workshop will examine the issues surrounding both the development and the implementation of tracking systems within social service agencies. 
 
Learning Objectives:

1. Participants shall learn the decision-making process required in preparing for the development of tracking systems
2. The critiques surrounding the appropriateness of implementing tracking systems in light of agency missions
3. Practical examples of successful tracking systems

B. Compliance Programs in a New Environment
Presenters: Joan Myers and Debra McClure

Description:

Compliance is a term that all social service and behavioral health agencies that are licensed by the state and national credentialing bodies understand. However, not all providers are aware of the Federal guidelines on Compliance published by the Office of the Inspector General. Code of Conduct, compliance hotlines, and billing audits are all a part of this new government expectation. Agencies need to know the basics to operate successfully in this new and constantly changing environment.

Session Agenda:

1. Introductions
2. What is Compliance? - definitions of compliance and related terms
3. How is compliance impacting healthcare?
4. Common Components of a Compliance Plan
5. Quality Improvement and Compliance: How do they relate?
6. Examples and experiences from the field

Learning Objectives:

1. Participant will develop a framework for understanding the federal compliance regulations and it's impact on social service and behavioral healthcare providers.
2. Participant will be able to identify the basic elements of a compliance plan.
3. Participant will learn ways to build a compliance plan that compliments a quality improvement plan
4. Participant will obtain useful resources and contacts on compliance related activities.

C. Outcome Measurement Systems
Presenters Jenifer Swift and Rosemary Hughes

Description:

Presenters review outcome measurement in the context of best practice and client need by integrating traditional goal service planning and outcomes measurement. Models for service and program evaluation implemented at diverse sized agencies will be discussed. The training is most appropriate for QA/QI professionals who are comfortable with outcomes language.

3. Linking client need, best practice and quality
4. Integrating outcomes and goal planning
5. Options for assessing outcomes
6. Program evaluation outcome model
7. Using outcomes information for program improvement

1. Participants will understand and be able to relay to direct service staff the importance of quality outcomes.
2. Participants will understand the relationship between service goal planning and obtaining outcomes.
3. Participants will be offered different models of obtaining outcomes and be able to select what will be most effective in their organization.
4. Participants will have models to implement outcomes development strategies with staff at their own agency.
5. Participants will understand available methods to collect outcomes data and use this information in a meaningful way.
